    1.At the inception of the plan, including IRS approval by way of a favorable determination letter, and then

    2. Through the plan's continued operations, by performing the annual administrative functions, including preparation and filing of reports, and finally

    3. To the termination of the plan, at the time that its usefulness to the sponsor has ended.
